One of the central issues in artificial intelligence involves learning -- the modification of behavior through the acquisition of knowledge. The way knowledge is represented impacts the way learning occurs and indeed may determine whether learning can occur at all. The issues of learning and representation have many potential interactions. The purpose of this paper is to illuminate representational problems that may not have occurred to researchers setting out to construct self-modifying systems, and to suggest some possible solution to these problems
