Evaluation theory and methodology will be discussed by focusing two issues: (i) the traditional evaluation in Sweden, considered as an established research activity; (ii) the contributions of recent POE and its theoretical and methodological implications. An important and crucial question is how the outcome of the different approaches can serve design and planning practice. The Swedish experiences are concentrated to the fields of housing, quality of life and social care.
