summary The purpose of the study is to examine the relations established between the state and the society by interventions of information technologies by the electronic government of the city of Rio de Janeiro. The methodological option was to realize a research that had by objective elevated the processes and procedures, by electronically mediation that is utilized by the government of the city. The results of the investigation reveal that the virtual governments reproduce by mimic the structure of traditional government. That makes us understand that the technological possibilities given by the information technologies to communicate “all with all”, are not applied and so remains the forms of communication “one for all,” and traditional forms of government are maintained.
